What’s going on in the garage stairwells

This couple decides to hang around in the stairwells of the city municipal garage at 1016 Maunakea St. 9/27/21 3:30pm.
Pretty spooky to be walking in the stairwells with these homeless(?) addicts(?) druggie(?) hanging around and blocking the steps.
