‘Cora’ remains on the sidewalk next to the busy TheBus stop, doing her thing and asking for money from bus riders and tourist passing by. Why is she allow to sit / lie less than 100 feet from the police station? Why not cite and arrest her (when she mouths off to the police)? seems like she has the right to be there while others have to just deal with her.
