Both have been seen around the area all the time, today 3/24/21 8:45a they decide to hang out in the stairwells of the parking garage.
Pretty sketchy to see him with a Biki (rental) bike who knows what they have in their possession.
Parking Management asks them nicely to leave; imagine any Chinatown visitors who park their cars here to do errands, shopping and running into these two on the stairs?
