Observers believe ‘Scott’ pays homeless individuals, mostly drug addicts pennies to the dollar for their EBT/Food Stamps
‘Scott’ buys the rice with EBT and resells it for cash on the Mall.
Nothing wrong right?
1) it’s illegal to peddle on the Mall, city ordinance
2) it’s illegal to buy with EBT and resell it for cash to buy liquor or drugs, Welfare Fraud, federal offense
But everyone is happy right?
The consumers benefit, cheaper rice than going into the actual shops
The shops benefit because ‘Scott’ buys a few bags at a time with one swipe of the EBT card.
The EBT beneficiary gets his/her cash to buy their own alcohol and or drugs
‘Scott’ gets a cut $$ from his efforts, boost his ego as he does his thing.
