This individual, obviously homeless with the soiled clothing roams around the Kekaulike Mall and generally Chinatown yelling, screaming, banging at walls, doors, signs, etc. he is shadowboxing on the Mall, goes and rings the building enter phone system, picks up things off the ground and throws it across the Mall. Overall this is a crazy and ‘lost soul’ that does whatever and whenever, however. Anyone seeing this individual sees that he needs a mental health evaluation and further help; hopefully before someone gets hurt. HPD has been called, checks on him and he moves along; next day he’s doing the same thing. He sits and lies wherever and whenever he wants, today (5-2-2019 at); 2:00 p.m. he decides to sit-lie on the Kekaulike Mall next to the bus stop-Fred’s Sundries.
