It’s 3:30p middle of the weekday, businesses within a few feet are still open, kids coming home from school off the bus stop few steps away and this fellow is behaving irrationally, staggering around, mumbling then yells on and off on the Kekaulike Mall. He needs help, not the type of help allowing him too many alcoholic drinks.
