Middle of day, CW member nicely asked one of the two men if they are ok and that they cannot be sleeping or lying down on the Mall. Wheelchair dude semi conscious was holding a tall can of beer, maybe empty maybe not said they are ok. Told them to leave but 10 minutes later they are back to sleep. Merchants who are doing their best to stay in business are upset seeing no enforcement of drinking and intoxicated people laying on the streets “ just looks bad for business “
