known homeless man, Herman Leong is back on the streets for nearly a week – this isn’t helping anyone to bring him back into Chinatown allowing him to do whatever he does (he’s either sick, intoxicated, mentally challenged).. he needs help – NOT being left in Chinatown and disrupting business..
