Observed two male (wearing black caps with backpacks) drinking (educated guess) a can of beer at 159 N. Hotel St (fronting TheBus stop and Fred’s Sundries) . called HPD and continued to observed, waited 10 minutes, not sure if HPD came by after 10 minutes.
