City Hygiene Center, Pauahi Street, 6pm on 1/14/19: Two spaced out women dancing in the middle of the street, a barking pitt bull with no master, chained to a post on the sidewalk, people violating sit lie and smoking laws in front of the Center and one haole guy drinking in public, passed out, right under the Center’s camera.
